Windows 10 0xC1900101 - 0x20017 Installation failed during safe OS phase with an error during boot operation

I've went into device manager to update all drivers they're all up to date.I've disabled network adapters.I've done sfc scan now no errors.Long story short I've tried every youtube video every website to fix the problem non of them work.This is downloading windows 11 using the iso file in a flash drive.
