Windows 11 2023-07 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5028185) error 0x8007000d

I keep getting the error 0x8007000d on the KB5028185 update where it says "some update files are missing or have problems". I also get it when trying to install KB5028254 as well. I have tried many things to fix this,from restore points and SFC (no integrity violations) and DISM scans. I have even used this very long batch file script: SC config trustedinstaller start=auto net stop bits net stop wuauserv net stop msiserver net stop appidsvc net stop cryptsvc Ren %Systemroot%\SoftwareDistribution SoftwareDistribution.old Ren %Systemroot%\System32\catroot2 catroot2.old Del "%ALLUSERSPROFILE%\App
