Windows 11 2023-09 Cumulative Update Preview for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5030651) Install

My computer is trying to install 2023-09 Cumulative Update Preview for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5030651) but it is stuck at 0% and has been this way for a couple of days. It's preventing other updates from being installed and any updates in Windows Store will not download and install either. I've tried restarting the computer (it's shut down daily) and I've even paused the updates and restarted them. When I did that it redownloaded it and still stalls out at 0% on the install.
