Windows 11 23H2 has changed the firewall and id like to know how to fix it.

I updated to the, 2024-08 Cumulative Update Preview for Windows 11 Version 23H2 for x64-based Systems (KB5041587) on 8/29/24 and since the update I have not been able to get below 100 Ping in only one game (Rainbow Six Siege). This was very odd considering that all my other games run about 17-25ms of ping but no matter what server I am in in R6 my ping stays above 100. I have yet to see it drop to 99 at all ever. I looked up if the 23H2 update messed with the firewall and when it said it did I instantly got to work trying to problem solve this issue. I have also realized that somehow the firew
