Windows 10 Action Center constantly pops up as soon as I use the mouse

I have a touchscreen laptop but whenever I'm using the mouse on the keyboard, within a slightest touch, the Action Center pops up. It doesn't matter how many times I clear it, it keeps popping up as soon as I touch the keyboard mouse. It's extremely annoying. I already disabled it under notification, under regedit & it just won't go away. Someone please help!
