I've searched the community and can't find the same issue I'm having. My screen dims just like adaptive brightness, but my adaptive setting is turned off, my light sensor and camera are covered. I noticed this is actually based on what my screen displays. Example: If I have bright images or background (webpages or docs) my display stays on the manual setting I placed it at 90%. HOWEVER, if my screen displays anything with dark images (dark mode or other dark webpage) it slowly dims to 60% (but still shows it's at 90% in the settings).
