Trying to download necessary software from Fidelity Investments. Message: "Your administrator has blocked this application because it potentially poses a security risk to your computer." I am the admin. I've had this computer for 2-3 years. It usually asks if I want to allow the download. It's the setup.exe for the software.

This is very odd. I've been through settings. The info on turning on and off Defender is not consistent, but even turning off all I could and rebooting did not stop this issue. I have no 3rd party virus software. Real PITA, man. Very arbitrary without any clear or simple alternative, as far as I can see.
