Windows 11 Administrator has block you from running this app ... Cyberlink exe

I just purchased the newest version of Cyberlink Power Director. I am able to download the exe file with no problem. However, when I click to install I get a message telling me that "This App Has Been Blocked by Your System Administrator". It is my laptop (Windows 11) and I am the administrator. I had an old version of the app on Windows 10, but have deleted the old version and upgraded to Windows 11 since then. I assume i am trying to install version 22, it is whatever version was sold to me today. Any help is appreciated. Smart App Control is turned off. Any help is appreciated.
