Windows 10 Advanced Safety Windows Defender Firewall Outbound Rule was emptied

Everytime when I update my Windows 10, my Advanced Safety Windows Defender Firewall Outbound Rule will be emptied. I would have to rebuild these rules everytime when I open those softwares. Is there any ways to keep it?
