Windows 11 After installing KB3050310 or KB5031354 File Explorer and Control panel do not work.

After installing KB3050310 on Win11 22H2, File Explorer and Control panel do not work, Copilot works fine.The same thing happens after installing KB5031354.Any help, suggestion...Edit: I don't have StartAllback or similar program installed.
