Windows 10 after update then settings->system-> display does not work, cannot scroll the dialog box, doing this remotely Win 10

A couple days ago I let a Windows 10 update happen. The screen resolution went to 640x480 or so. When I open settings-system-display the screen has strange overlapping text. Any dialog box I open in settings has a scroll bar on the right but moving the scroll bar does not move the contents of the dialog box. So I can not scroll down to where I can see the display resolution to change it.To add to the degree of difficulty I can only access the computer remotely . Is there a command line way to change display resolution in Win 10? Any other work arounds?
