Windows 11 after win 11 upgrade unable to run apache thru wampserver64 even after trying to disable IIS or install XAMPP

After 2023-08 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5029263) I could no longer run Wampserver64 because either the ports needed to run apache web server are blocked or being used by IIS. A technicaian tried uninstalling the update and I tried disabling IIS but neither solved the problem. I also tried to install XAMPP but that gave some warnings about UAC disabling some features even though it is disabled. It gave errors trying to run apache, which are probably due to ports being used or blocked. This has me baffled.
