Windows 11 Airpods connecting then disconnecting immediately after with windows 11

I'm trying to use my apple Airpods (normal 2nd gen,) and almost every time I try to use them after putting them in my ears, I hear the connection chime followed by no audio playing, then the disconnect. I've tried restarting my computer, factory resetting the airpods, disconnecting them and reconnecting, and forgetting the device then repairing and nothing is working. Anyone know how to fix this?
