Windows 10 ALL Icons are gone + can't open most File/Folder Properties

So It's been a couple of weeks that I've tried to resolve this issue, with no success. I first asked for help from the HP Community, but have had no success so I'm hoping for better luck here. I will try to summarize everything I have tried below. Hopefully, my post is not too long. But being thorough now about what I've done will save a lot of time moving forward, for both myself and anybody kind enough to help.As the title says (and you can see in the image below), all icons have completely disappeared. Im running Windows 10 and haven't done any major updates or made big system changes that
