Windows 10 All USB devices turn off and returns to desktop then locks up for a solid minute if plugged in to a monitor while a video is playing

I have no idea why this is happening. If I plug my laptop into a monitor while a video is playing, it locks up for like a solid minute and all USB devices turn off. Help please.
