Windows 10 All Windows 10 commands are delayed 15 seconds. Software or Hardware????

My desktop seems to be failing. It all started last month when I would get occasional green screen of death, using any app.So, for my testing, I disconnected all data drives, and just left the video card in, no other peripherals.I reformatted the C Drive, and installed a fresh instance of Windows 10, and nothing else. PROBLEM: Every command, every left and right click, every dropdown is delayed by 10-15 seconds.It all works eventually, but there's this bizarre delayed response.
