Windows 11 ALT0140 does not produce the french character: linked o-e, in US-international keyboard

My keyboard is a us-international model. I need to print the french character o-e linked from the french alphabet. Internet sites all define the simultaneous ALT 0140 or ALT 0156 (using the right side ALT key) to produce such character. But this does not work. The result for 0140 is ’¡¤’ and for Alt 0156 is’¡€¼. I tested with two keyboards of the same model, and the result is the same. Is there any other way to produce such character?
