Windows 10 Although my Cpu and Gpu are pretty low im still getting bad frames

Im getting pretty bad frames even though my Gpu and Cpu are not getting used at all. When im playing league for example im getting around 120 fps although my Gpu and Cpu usage is only 20 percent, its a little higher in other games but still rarely above 50 percent.Specs:RTX 2060 TiAMD Ryzen 9 3000xCorsair Vengeance RGB PRO 32GB (2x16GB) DDR4 3200MHzROG STRIX B450-F GAMINGThanks in advance
