Windows 11 Any idea how to fix "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item"

A while back I bought gamepass. I played Total War Warhammer without problem. I eventually tried downloading other games. It always said "windows cannot access the specified file. You may not have appropriate permissions". (not a perfect quote but you get the idea) Near the end of that gamepass ownership I also had that happen to Total War. I just rebought gamepass today to see if that would fix the issue. It did not. I still have the ability to download games, just not to run them. I'm not certain if this problem is related specifically to the xbox app or if it is related to the files on my c
