Windows 11 Anyone else getting 'Smartscreen can't be reached righty now' when trying to install anything?

I have tried all the troubleshooting steps [that i know of] i.e.Enable SmartScreen in Security Options.Enable SmartScreen in Group Policy.Disable Proxy Server.Check for Viruses.Create a new User Profile.
