Windows 10 Appalling Customer Service on hacked account

How on earth do I get to speak to someone to report a fraud in uk? My account has been hacked and default email changed and I am now getting fraudulent purchases. This online customer service is appalling (the nonsense about shortening wasted time is a joke! Thus is about sheer cost saving and lack of care for your customers) because everything I have to do is centred on logging into my account which due to the hack I cannot do. There seems be no phone number available to call...disgraceful. Can anyone provide a phone number that still.works?
