Windows 10 Apps not responding, using a lot of disk, and my I'm not sure if my ethernet port on my motherboard is broken? or something else is causing slow inter

My computer is connected through an ethernet port and I should be getting around 400 mb/s download speeds like my roommate is. I tried switching my lan cable with his, no change. Switching ports, same problem. I'm not sure why my download speeds would be around 16 mb/s while my roommate connected to the same wifi with essentially the same computer specs is getting 400+. My computer seems to be running fine, it's just apps are opening slow and sometimes crashing and not responding.

So here are my questions:

  1. Why is my download speed so much lower than my roommates, do I need a new motherboard? What could be affecting my download speed that drastically?
  2. Why are my apps randomly not responding and crashing? I have 1Tb of free space so I don't think that's the problem.

I have a Ryzen 7 3700x, a 1660 super, as well as a MSI Pro B450-A PRO MAX AM4 motherboard if that helps at all!
