Windows 11 At start a Game my CPU speed goes Down

hello everyoneI have a problem with the CPU speed of my laptopI download Warlander from Steam when I start it my CPU speed from 3.5Ghz goes to 1.2Ghzwhen I close the game my speed goes up and when I start it my speed goes down.I don't know why it happens and how I can fix this problem.
