Windows 10 Bad Image/Windows settings not working

I can't access my Windows bar. I also keep getting a bad image message error. I've tried resetting but it won't go away. Also tried to reboot and do a factory reset but it also wouldn't allow me. I may be troubleshooting blindly. Would appreciate some help.
