Windows 11 BATTERY PLUGGED IN BUT NOT CHARGING

my laptop again updates it's windows version to Windows 11 sth and since then my battery is no longer charging .....IT APPEARS TO BE PLUGGED IN BUT NOT CHARGING AND STUCK AT 15% and the laptop shuts down if the cable is removed.I've seen 10000 complaints similar to this on the web from other MICROSOFT users I'd really like to know how to fix this issue because my laptop is perfectly fine and literally didn't have any issues similar to this. NOTE : THE BATTERY IS NEW AND THE CABLE IS NEW SO IT CAN'T BE SEEN AS THE SOURCE OF THE PROBLEM !!!!!
