Windows 10 Big stuttering issues: CPU and GPU usage drops to nearly 0% and the app/game/system freezes

I've this issue for a long time and a few days ago I posted this question in the spanish community website, but sadly no one could help me and I've no received any answer since then.So basically I've a big stuttering problem in which while in a game (although this happens even in a browser but less frecuently) my CPU and GPU usage drops from 40-30% to 4-3%, causing the game freeze for 2-10 seconds. As I could see using "core temp" and "msi afterburner", I've no temp issues (50-70ºC for the CPU while in game), so I don't think this is related to a thermal throttling issue.These are my PC specs:
