Windows 11 Bitlocker screen keeps cycling

I currently have two HP Pro Books, when booting them the Bitlocker blue screen appears. When I put in the recovery key and hit enter it just goes to a screen that states the computer did not restart correctly and goes back to the bitlocker blue screen? Any idea how to fix this issue?
