Windows 11 BITS not running , windows update service not running

i have windows 11 23H2 , BITS and windows update service are always disabled and i cant run them i tried the troublshot but nothing it said there were missing or corrupted files that have been repaired but nothing happened , and the windows update troubleshot said service registeration is missing or corrupt, i also tried the sfc / scannow but also didnt solve the problem, because of that the microsoft store and windows update cant work .please help
