Windows 10 Bits service registration missing or corrupt

I'm running Windows 10 on a Dell Inspiron laptop. I'm having trouble installing the latest update, getting the "0x8000f0988" error. Likewise, I tracked the problem down to the BITS service. The BITS troubleshooter tells me that the service registration is missing or corrupt. I've run dism twice; both times, getting the message "The source files cannot be found." (The dism command I used is the standard one:"dism /online /cleanup-image /restorehealth".) I've also run "sfc /scannow" twice; the first run got stuck at 98% and forced a reboot, while the second run showed no problems. The Windows Update troubleshooter says I need to reboot, which I'll after I finish this (although I've rebooted several times, but nothing's changed.) Since all the recovery solutions seem to need Windows Update (which, by the way, has no trouble downloading and installing updates for Windows Security), I'm not sure how to proceed. Any help would be deeply appreciated.
