Windows 11 black screen for sign-in .No profiles to sign into

On start-up, after the Dell logo, all I get is a black screen with three icons in the lower right corner, wifi, accessibility, and power. I think, I permanently deleted all user profiles. I can't log in. I also forgot the UEFI password.
