Windows 10 Black windows when snapping windows to non-HDR second monitor

I have an issue that's only present when HDR is enabled on my primary monitor. When enabled, if I attempt to snap windows to one of my secondary monitors (non-HDR), the window options for snapping are almost entirely black except for the window title (see example screenshot below). If I attempt to snap windows on my HDR primary monitor it works correctly with no visual issues. If I disable HDR on my primary monitor the visual issue goes away on the secondary monitor (see second screenshot below).
