Windows 10 Blinking Taskbar Background Not Loading.

My computer has been flashing the taskbar and the background isnt loading, I have tried to open the taskbar, it works but I cant do anything else, attempts to restart have lead to blue screens, I dont have a back up to load off of, what can I do?
