Windows 10 Blue Screen Loop - Cannot boot from USB

My PC, which is a custom built PC I've used for almost 2 years, has been stuck in a bluescreen loop. The only option I get at startup us going into bios or choosing boot drive. Windows bootable usb gives me a blue screen as well. Basically, I cannot do anything at startup aside from entering bios and choosing boot drive. The error message I get from bluescreen varies almost every time, I'm putting down the list of error messages below.

  • System service exception
  • 0xc000021a
  • System thread exception not handled (what failed: Ntfs.sys)
  • 0xc000007b
  • IRQL not less or equal
  • Page fault in nonpaged area
  • Unexpected kernel mode trap
  • Kernel data inpage error
  • Critical service failed
  • Kernel security page failed
  • PFN list corrupt ... and probably many other

I had this same issue about 5 days ago, the same blue screen loop but occasionally I was able to enter advanced settings where it give me the menu of startup repair, system restore, uninstall recent updates, ect. All of which did not work. As the last resort, I booted form my bootable usb from advanced settings and clean installed windows 10. PC worked fine for 2 days but now I'm back to bluescreen loop. But this time it does not gives me the chance to enter advanced settings, just a blue screen loop. Please let me know if you have any suggestion. I'm thinking trying new CPU is my next option.

  • CPU: Intel Core i7-8700 3.2 GHz 6-Core Processor
  • Motherboard: MSI MPG Z390 GAMING PRO CARBON ATX LGA1151 Motherboard
  • Storage: Samsung 860 Evo 1 TB 2.5" Solid State Drive
  • RAM: Corsair Vengeance LPX 16 GB (2 x 8 GB) DDR4-3200 CL16 Memory
  • Power: EVGA G3 750 W 80+ Gold Certified Fully Modular ATX Power Supply
  • OS: Windows 10 64bit

Other things I tried so far:

  • Reset bios, update bios to most recent version
  • new motherboard
  • new ssd (while unplugging the drives that were in use before)
  • boot without graphics card
  • new sets of ram, in the right slot
