Windows 10 Bluetooth 4.0 dongle not working - cannot roll back and cannot install drivers

I have a set of generic bluetooth 4.0 dongles. I have tried them several win 10 computers and they will not connect. In the device manager, I see the "red triangle" indicating the bluetooth has an error, however when I try to locate a driver, it says it has the "most up to date driver" (not exact words as I am not on the laptop right now.Part of the challenge is that sometimes it manages to connect to the BT and then it disconnects just as quickly. Any solutions that might work?
