Windows 11 Bluetooth on Windows not discovering Android and Apple devices unless Bluetooth settings are open on the mobile devices.

Hi,I myself a developer, trying to integrate windows inbuilt Bluetooth feature in my project. I am a bit confused to use this feature in my project. I also tried discovering the Bluetooth devices programmatically for the below issue. Either way i got stuck with the same issue.I am encountering an issue with Bluetooth discovery on my Windows machine. When I try to pair my Android or Apple mobile devices with my Windows PC, the devices do not appear in the Bluetooth discovery list unless I have the Bluetooth settings page open on the mobile devices. But want to understand why this issue persisti
