Windows 10 Bluetooth USB adapter not detected on Windows start, only if I unplug it and plug it back in.

This happens often, but not always.Why does it happen?And how can I make my USB Bluetooth adapter to always be detected by windows when plugged in?My device is a brand new TP-Link UB500 5.0 Bluetooth Dongle Receiver, but I don't think it affects this device only, but I'm rather leaning towards a Windows/USB setting being the culprit.Thanks in advance.
