Windows 11 Blurry Folder icons depsite multiple icon cache and thumbnail deletion and rebuild.

I have done multiple times of these below and it still cannot fix them.- Delete Thumbnail and Icon Cache and Rebuild them = still blurry- DDU Nvidia Driver and install multiple version = no change- Used onboard Intel Graphic and dedicated ASUS RTX 2060 EVO = same too, also on 2 sets of DP cables and 2 sets of HDMI cables on 2 Monitor , u3219Q and U323Qe from Dell , a 4k resolution monitor.- 100% Scaling, and 125% and even 150% still the same blurriness. It was not blurry when I first open the folder right after I turn on pc. It will be pixelated and blurry when I hover over them, click them, g
