Windows 10 Booting up windows from grub rescue giving error unknown filesystem, bootrec /fixboot access denied

So, I had a dual booted pc with TCS Ileon and windows 8.1. I don't know but by mistakenly I have deleted some partitions throughout my disk management. Now after restarting the pc I am facing to grub rescue. then i tried every solution on grub rescue but no command were working there. then I found an another way to solve this error by using bootable windows 10 usb. then I booted an usb with windows 10 and i booted through it. but here i have to do two commands in repair>advanced>command prompt that are bootrec /fixmbr and bootrec /fixboot. now the command bootrec /fixboot gave me another error as access denied. and then here i tried to check the efi bootable files in system partition. but there were three named as ** ., **..., microsoft. the tcs ion booting files were not shown up here.

the solutions i tried are:-

1) on grub rescue:- commands
i.ls result (hd0) (hd0,msdos2) (hd0,msdos1)
ii.assuming that (hd0,msdos2) has tcs ion boot partition
set prefix=(hd0,2)/boot/grub
set root=(hd0,2)
insmod normal
normal
iii.this gave me an error as unknown filesystem evry time.

2) using windows 10 bootable usb:-
i. i booted the usb in uefi mode
ii. then i went here= Repair>Troubleshoot > Advanced Options > Command Prompt
iii. then diskpart > list disk>select disk n>list volume>select volume n>active>select partition d>active>exit
