Windows 11 Both shift keys do not work for the first 5-10 minutes after booting laptop

I have an Asus x16 (2023) Laptop and after I boot, for the first 5 to 10 minutes the shift keys don't work. After that 5-10 minutes they work flawlessly. No, it's not Sticky Keys, No it's not the driver, No, it's not dirt or crumbs under the keys. The computer is brand new since February and I did not have this issue until a couple months ago. It's been driving me crazy. I believe this is due to a Windows startup app. What that app is I do not know but it has to be. Why else would it go away after 5-10 minutes. I thought it might be the process Windows Experience but I can't verify that. I've
