Windows 11 Brand new windows 11 computer: The System Administrator Has Set Policies to Prevent This Installation

I am trying to install ciscoAnnyconnect on my own (private) new laptop that I just bought.I've got the execution file as an .msi from my school's IT departments tutorial on installation. But, when I try to run, I get the "The System Administrator Has Set Policies to Prevent This Installation" error.I've ran it as Administrator, disabled Norton anti virus and ran it as Administrator, the Local Security Policy for software restrictions is empty.I am running Windows 11 Pro.Any help would be highly appreciated.
