Windows 11 BSOD Loop, Even in Safe Mode

Over the past year I have experienced numerous BSOD however a restart would clear it and I would move on. Recently I've gotten into a loop where it would need to reset up to 3 times before starting up correctly. This morning I was stuck in a constant loop for several hours where it would not even start in safe mode. I've attempted to redownload windows in the recovery which gets to 80% then stops and does nothing. I've updated my BIOS and Graphics card driver with no luck as well.
