Windows 10 [Bug?] Windows Firewall/WFP unable to process service-only rules properly

Not a single manual service-targeting rule I create is working with Windows Firewall policy in ALL BLOCK mode (both incoming and outgoing). Neither built-in Windows services that are being run through SvcHost nor custom services with separate process are matching my properly constructed rules and thus not being allowed.


For the record, absolutely same rules work perfectly fine for Windows 7/8 and rules that target specific services processed correctly in the same blocking mode.


I see no other explanation to that besides the fact there is some bug in WFP.
