Windows 10 C drive is full, Windows Folder appears to be taking up nearly half of my C drive (This is my only drive, around 20-35gb is also unnacounted for)

My C-Drive is full (Or at least it says it is, 0 bytes free of 99.3gb; this is my only drive so of current I am unable to download anything) Apparently Windows is taking up 46gb of space on my computer... Is this normal? How can I free up some space? I don't know whats taking up the other half of my space, that's also another problem.Extra info:-I have tried disk cleanup-deleting large files that are unneccesary (in my person documents and downloads)-recycle bin is empty -I ran multiple checks using Norton and Windows Security, so this most likely isn't a virus/malware
