Windows 10 Can I get the windows 10 installer on another OS to upgrade my old PC?

So I have 2 PCs, a windows 10 and a PC that runs a different OS. The windows 10, whenever I log on to it it gives me a error even with the password and I cant log on, the troubleshoot is very limited, it gives me "Startup Settings" and "UEFI Firmware Settings", tried none of the troubleshoot options, can I make the windows 10 installer on a different OS and then reinstall windows with the installer made from the different OS? or can I try the troubleshoot options? I really want to access my PC, regards.
