Windows 11 Can I restore apps from Windows Backup after initial Windows setup?

I plan on cloning my new laptop's factory-installed SSD to a larger one as soon as I've completed Windows setup to the point where I can download and run the cloning tool. If it's possible, I'd rather not wait for Windows to restore all of the apps it has logged in Windows Backup onto the factory drive, since that's just more time spent waiting around for stuff to install before I can toss in the new drive, and more data that needs to be cloned before it's ready to go. Is it possible to skip App restoration during the initial Windows setup process, clone the drive, and then restore my apps onc
