Windows 10 Can I upgrade a "Window 7" OS to a "Windows 10 - ioT Enterprise LTSB 2016" OS on a machine that has a Intel CORE I3-3217UE processor?

Looking to perform a Windows update from Windows 7 Ultimate - 64 bit, to Window 10 - ioT LTSB 2016 on a Siemens HMI controller. The system specs look good except for the processor which is an Intel CORE I3-3217UE. Does anyone know if this can be performed or do I need to upgrade the controller?
