Windows 10 Can my PC still be recovered?

So basically I was very dumb at the time and I was using the PCAnd dumb me noticed how there was little to no storage left so I permanently deleted everything on the c driveAfter that I couldn't access to most of the stuff like the cmd and stuffAnd I thought it will restore itself when I reseted itI turned off the computer and I forgot about itLater I wanted to use it but when I turned it on it saidFailed to load user or something Is there anyway to fix it?There were no tutorial s on how to fix it
