Windows 11 Can only choose "balanced" power plan, cmd prompt to add ultimate performance does nothing.

Just bought an HP Victus today and when I tried to swap power plans to ultimate performance there was only balanced. I know some computers dont have it by default so I used the cmd command "powercfg -duplicatescheme e9a42b02-d5df-448d-aa00-03f14749eb61" and it still doesnt work. No idea why this is happening as it has worked fine with all my other workstations in the past. Would appreciate a solution to this.
