Windows 11 Can someone help me troubleshoot why windows upgrade from 11 23h2 to 24h2 fails and rolls back?

When I try to update, whether is is through upgrade assistant, or installation media, it fails and rolls back with error 0xC1900101-0x40017 I have included my Panther and Rollback log files here, as well as SetupDiag results : Microsoft - Google Drive you.
