Windows 10 Can someone tell me what is my cpu doing?

this happens sometimes after a restart ive played around with the power settings and could fix this also idk if this is an amd specific issue cant find an answer (both cores are meant to be used) image (couldnt upload image so i used discord cdn) im using windows 10 ltsc IoT edition
